strongSwan is a free, open source IPsec-based VPN client for Linux. It supports both the IKEv1 and IKEv2 key exchange protocols. strongSwan is a fork of the popular OpenSWAN project.

9. IKEv2 fragmentation is supported if the VPN server supports it (strongSwan does so since 5.2.1)
