The Prime Minister has already said that it is “highly likely” Russia was behind the attack on Sergei Skripal and his daughter Yulia in Salisbury.
Mrs May is expected to announce a range of measures against Russia, including potential financial sanctions.
Downing Street said the meeting of the National Security Council, which is made up of senior ministers, will also discuss the UK’s response to the attack.
Labour leader Jeremy Corbyn said Russia must be held to account if it is found to be behind the attack.
But he also said the UK must “respond robustly” if it is found that the nerve agent used was from the Soviet Union.
“All options must be considered including those put forward by the Labour Party at the weekend,” he said.
Shadow chancellor John McDonnell said Labour wanted the government to “take a much more robust approach” if it is confirmed that Russia was behind the attack.
He said the UK should “look at all the options” including “expelling diplomats, looking at financial sanctions and other measures that we can take”.
